Administrative procedure reform conference with many comments at 2 sessions on May 26

On the afternoon of May 26, an online conference with the topic "Offer suggestions to reform mechanisms, policies and administrative procedures to help businesses restore production and business after COVID-19 translation" took place in Hanoi. The conference ended with a broad response from the Vietnamese small and medium business community.
The conference was conducted by the Prime Minister's Administrative Procedure Reform Advisory Council in coordination with the Vietnam Association of Small and Medium Enterprises (VinaSME). The United States Agency for International Development approved the Project of Promoting Reform and enhancing connection capacity of small and medium enterprises. Mr. Mai Tien Dung-Minister, Chairman of the Government Office, Chairman of the Advisory Council for Administrative Procedure Reform of the Prime Minister and Director of the United States Agency for International Development in Vietnam Michael Greene chaired the Conference.
Speaking at the opening of the Conference, Minister, Chairman of the Government Office-Mr. Mai Tien Dung emphasized that from the beginning of 2020 up to now, the COVID-19 epidemic broke out and spread to many countries and regions around the world, which has been affecting the global economy.

"In Vietnam, the COVID-19 epidemic has been affecting many socio-economic aspects; making people's lives difficult. Many businesses, business households and cooperatives have to suspend operations, narrow production scale or produce in moderation.
In order to promptly respond to the COVID-19 epidemic as well as share difficulties and ensure the lives of the people and workers, the Government and the Prime Minister have directed to implement many powerful solutions to overcome difficulties for production and business, food security, promote disbursement of public investment capital, ensure social security, social order and safety. Besides, continue to reduce administrative procedures and business conditions, specialized inspection procedures and change working methods of state administrative agencies towards electronicization, paperless."
Along with the fast, effective and practical implementation of mechanisms and policies that have been issued over the past time to serve people and businesses, especially the mechanisms and policies issued together with Decree No. 41 on extension of tax and land rental payment, Resolution No. 42 on measures to support people facing difficulties caused by the COVID-19 pandemic, the Government has issued Decree No. 45/2020 / ND-CP on the implementation of administrative procedures in the electronic environment.
"This is the first time recognizing the legal value of online procedures, the results of handling electronic administrative procedures, recognizing digitally signed documents of businesses, creating conditions for businesses to reduce paper records as well as direct transaction processes with state agencies, promoting electronic transactions, contributing to building a digital economy.
The conference was divided into 2 sessions with 4 hours. Mr. Nguyen Kim Hung-Chairman of Kim Nam Group, Representative of the Vietnamese small and medium business community, gave some opinions on the most strategic solutions for businesses, especially small businesses. He gave the following comments:"
Promote digital transformation for businesses. Many businesses still do not have access to digital transformation. Many households do business with large turnover but not have inheritance. If the policy is issued, it should nurture the income, lead the household business to transform into an enterprise gradually.
For entrepreneurs who come up from their jobs, the Government should have preferential policies for each different category for different entrepreneurs. Thus, those who contribute more will enjoy better public services, for example, when they go to hospital they would receive different care policies. That demonstrates equal rights among people and convenience for financial and accounting activities of enterprises.
Laws to support small and medium enterprises and funds are ineffective. The Government should quickly promote to help businesses access preferential policies of the state."
The above comments have been widely acknowledged in the SMEs business community. Hopefully in the coming time, the government will offer solutions to support businesses. Hưởng ứng lời kêu gọi "đề xuất ý tưởng, giải pháp để cả ngành, cả đất nước đi lên" của Thủ tướng Chính phủ tại Hội nghị trực tuyến toàn quốc của Chính phủ với doanh nghiệp ngày 9/5/2020, hội nghị này nhằm thảo luận, hiến kế giúp tháo gỡ khó khăn, vướng mắc mà doanh nghiệp gặp phải do tác động của dịch COVID-19 cũng như bàn các giải pháp hiện thực hóa quyết tâm cắt giảm 20% chi phí cho doanh nghiệp và thúc đẩy việc thực hiện thủ tục hành chính trên Cổng dịch vụ công quốc gia.
Phát biểu khai mạc Hội nghị, Bộ trưởng, Chủ nhiệm Văn phòng Chính phủ Mai Tiến Dũng nhấn mạnh từ đầu năm 2020 đến nay, đại dịch COVID-19 bùng phát và lan rộng ra nhiều quốc gia, khu vực trên thế giới, ảnh hưởng đến nền kinh tế toàn cầu.
Tại Việt Nam, dịch COVID-19 đã và đang tác động đến nhiều mặt kinh tế-xã hội; khiến đời sống người dân gặp nhiều khó khăn. Nhiều doanh nghiệp, hộ kinh doanh, hợp tác xã phải tạm dừng hoạt động, thu hẹp quy mô hoặc sản xuất cầm chừng.
Để kịp thời ứng phó với dịch COVID-19 cũng như chia sẻ khó khăn, bảo đảm cuộc sống cho nhân dân, người lao động, Chính phủ, Thủ tướng Chính phủ đã chỉ đạo thực hiện nhiều giải pháp mạnh mẽ để tháo gỡ khó khăn cho sản xuất kinh doanh, an ninh lương thực, thúc đẩy giải ngân vốn đầu tư công, bảo đảm an sinh xã hội và trật tự an toàn xã hội, đồng thời, tiếp tục cắt giảm thủ tục hành chính, điều kiện kinh doanh, thủ tục kiểm tra chuyên ngành và chuyển đổi phương thức làm việc của các cơ quan hành chính nhà nước theo hướng điện tử hóa, phi giấy tờ.
Cùng với thực hiện nhanh, hiệu quả, thiết thực các cơ chế, chính sách đã được ban hành thời gian qua phục vụ người dân, doanh nghiệp, nhất là các cơ chế, chính sách ban hành kèm theo Nghị định số 41 về gia hạn nộp thuế và tiền thuê đất, Nghị quyết số 42 về các biện pháp hỗ trợ người dân gặp khó khăn do đại dịch COVID-19, Chính phủ đã ban hành Nghị định số 45/2020/NĐ-CP về thực hiện thủ tục hành chính trên môi trường điện tử.
Đây là lần đầu tiên ghi nhận giá trị pháp lý của thủ tục trực tuyến, kết quả giải quyết thủ tục hành chính điện tử, công nhận hồ sơ ký số của doanh nghiệp, tạo điều kiện cho các doanh nghiệp giảm bớt các loại hồ sơ giấy cũng như các quy trình giao dịch trực tiếp với cơ quan nhà nước, thúc đẩy giao dịch điện tử, góp phần xây dựng nền kinh tế số.
Hội nghị được chia thành 2 phiên với 4h đồng hồ diễn ra. Sớm ban hành cơ chế Sandbox để tạo môi trường cho các mô hình kinh doanh số, P2P Lending phát triển để từng bước phát triển doanh nghiệp, đặc biệt là doanh nghiệp nhỏ và siêu nhỏ
Chuyển đổi số cho doanh nghiệp. Nhiều doanh nghiệp vẫn chưa tiếp cận được chuyển đổi số. Rất nhiều hộ kinh doanh với doanh thu lớn nhưng không mang tính kế thừa.Nếu ban hành chính sách thì nên mang tính nuôi dưỡng nguồn thu, dẫn dắt hộ kinh doanh chuyển đổi thành doanh nghiệp từ từ.
Với các doanh nhân đi lên từ nghề, Chính phủ nên có chính sách ưu đãi với từng hạng mục khác nhau đối với doanh nhân khác nhau. Như vậy, người đóng góp nhiều hưởng dịch vụ công khác hơn, vào bệnh viện có chính sách chăm sóc khác hơn, thể hiện quyền bình đẳng giữa mọi người và thuận tiện đối với các hoạt động tài chính, kế toán của doanh nghiệp.
Luật hỗ trợ doanh nghiệp nhỏ và vừa và các quỹ đang có chưa phát huy tác dụng. Chính phủ cần nhanh chóng thúc đẩy để giúp doanh nghiệp tiếp cận các chính sách ưu đãi của nhà nước.
